I wonder how this was made. There's a LB at Exeter that was top 10 in the state in tackles that didn't make this team. Plus whats the definition of "small school"? there's some kids from schools well over 1000 students.

Mostly under 1000 students or you play in a division against schools mostly under 1000 (Chavez for example).  It is also a big mistake to rely on maxpreps for stats or rankings of a statistical category like tackles.  Over 40% of the schools in California enter no stats on maxpreps.  Any list that is created off of maxpreps isn't even close to a list of state leaders.

Having the most tackles does not make you the best LB.  There are a number of problems with tackles:

1.) Bad teams compile a ton of tackles because their defense is on the field too much
2.) Tackles are in the eye of the beholder (two coaches and chart a game and come up with very different stats)
3.) Different coaches have different philosophies as to what an "assisted" tackle is

My issue with this list is that you cannot possibly make a list like this and say you legitimately watched all small schools extensively enough to make these distinctions. I agree with the fact that over 40% of schools don't post stats but then how are you determining this team? if you don't have stats to compare you can't honestly say this team was accurately assembled.

Cal-Hi does a pretty good job but you will also notice that a ton of these players competed in the state playoffs.

So it seems more of a team award. Chavez didn't even make the valley championship game. I'm just saying there are clearly inconsistencies

ya dont have to make the final  the goal is the players Get awards  in their succesful  in football

Maybe it has something to do with their city area selections as well. I believe the Chavez Kid made it last year as well.
