Idea stolen from Beercat!!
Surprised by a few teams in D4, any thought on who should be playing up a division?

Obvious that Golden West is playing at a D2 level. 3 of the last 4 years they've had a power rating of 20+

CVC - 2 of the last 4 seasons with a 20+ power rating. probably needs to be in D3 if not D2

I'm sure GW will be moved up next cycle.  I think CVC needs to stay where they are at because despite the fact that they are a private school, they are tiny.  Schools that small can fall victim to the ebb and flow of talent very easily. CVC hasn't won a title since moving up from D5.

Size means very little now days  ..... 20 - 30 years ago I would agree but not now with the musical chair game that goes on. Small private schools have done very well over the last 10 years. Smaller private schools like Serra, Bonnie, Grace Brethren, Sierra Canyon and Bishop Diego have had their big moments in tougher divisions than CVC is in.

Lets take a peek at a few from this last year ...

Bishop Diego - enrollment 275
Won the State 3-AA Bowl in 2017 41-6
There only loss of the season came against Grace Brethren in overtime.

Grace Brethren - enrollment - 280
Was the State 2-A Bowl runner-up
Beat Bishop Diego during the regular season, a team with a power rating of 53.1

Size means nothing anymore ....

Once again, I think we need to move to a European soccer style model.  Start where we are at currently and simply move the two teams that play in the finals up a division each year and move the two bottom teams down each year.  You play in the D4 finals in 2018, your play D3 in 2019.  You go 0-10 in D1, you play D2 the next year.

It would all take care of itself.

Actually now that the musical chair game is being played I would support an algorithm program that would take in account the prior year data as well as the current year data. That means the divisions would not be known until after the regular season. Until there is accountability for the transfer game it will never be what it could be ... completely fair, well as fair as one could make it.
